Sadly, hate speech or hate, in general, is connected to flawed and tribalistic parts of human nature and psyche. The last 10-20 years of populism, polarisation and primitivism has resulted in more research being made by social psychologists who today have more work to do as in relation to "Brexit & Trump" phenomenons
Human nature - good and bad sides - must be respected as real and permanent. So the key is to ensure no-one (eg a tribe) gets long-term power, and the voice of the people choose rthe leaders and maintain a peaceful transition of power. The next is for society to value "thy neighbour as thyself" as far as possible, and with agreeable disagreement. That's a (re)-start.
